In 1752 Voltaire wrote one of the first pieces of science fiction, Micromages, about ambassadors from another planet observing the foibles of human governments.

What a fascinating premise for a work of fiction! I'm curious: what were the aliens' impressions?
I'm afraid you'll have to look that one up. I'd love to read the book, but I have not as yet. I can, however, highly recommend Candide.
